When a tile is damaged is it recommended that the tile is replaced before any more damage can be occured to the pool or users of the pool.
Once a tile has cracked or a part has broken off its said that it will continue to slowly worsen over time, this can creates debis and sharp shards of tile on the bottom of the pool, damage to the grout underneath can also occur.

Some tile damage is caused by the tiles "popping off", this is apparently sometimes caused by a lack of adhesive when the tiles were applied to the wall of the pool, alternatively a more common reason is because over time the grout or sealant around the tile has cracked and water has been able to enter behind the tile, during winter this water freezes and expands causing the tile to pop off the wall of the pool.

It is possible for tiles to crack during the winter if they are not correct pool tiles, bathroom tiles and pool tiles are manufactured differently as the pool tiles are designed to be "frost-resisitant" which makes them suitable for pools and outdoor areas.

If the tile is coming away from the wall then the bond beam may be cracked or breaking away, if this is the case it will need to be repaired before another tile is installed. If a tile is cracked then it is recommended to be removed and the grout originally holding the tile in place should be scraped out and replaced also.
